From Palm Desktop, export the contacts to csv format and then import it to Outlook. To get this to work you have to strip out all but the most basic fields.
Alternatively, export to vcard format and import into the Windows Address Book (which you probably didn't even know was there). Again, you lose all your custom fields and categories.
In iTunes, click on your iPhone, then go to the Info tab. Change the dropdown box for "sync contacts with.." to either Outlook or Windows Address Book. Then scroll to the very bottom of the screen and hit the Apply button.
