It's back.
Apparently it's been back on for several hours but, since Qwest did NOT give me the promised callback to let me know that it was up, and since the reestablishment of service somehow wiped the PPP login and password from my router (oops, I mean "modem") I did not know that it was back until I waded through the call tree to talk to the young lady in India (who of course had no idea why the service was off for 4 or 5 hours).
