Sure, feel free to write your national reps as well. But the way congress is going these days I don't think they could agree on which direction is up, much less writing an actual bill about privacy. I think the best chance for this initiative is at the state level. Eventually it will be easier for websites to just make the opt out available to everybody rather than trying to finesse each state requirement.
