Huh? It's not me. It's a sign I saw on the street yesterday when I went for a walk. I THINK it's an invitation to neighbors to show up at 4pm and dance by themselves to their own inner beat. Kind of like your idea of getting your neighbors to come out of their houses at a given time and wave to each other.
I assume it would be at MLK park, which is at 40th and Nicollet. I plan to check it out.
I'm sure if you attended you would be welcome to imagine whatever music you liked. I'm guessing Celtic rock.
If your earworms are being unrelialr, there's music players/phones and earthings. Back in the time of Walkmen, someone at a con did this once, and I'm told it was fun to participate and awfully odd to watch.
